After serving in the Navy, he went on to become the proprietor of Pine Lake in Wayne, where he would often meet up with his friends.

Joe is survived by his loving wife, Sharlane Shin Phipps; two daughters, Penny Shatley and Angela Ely; one son, Lonnie Phipps; five grandchildren; three great-grandsons; and two sisters. He also leaves behind four brothers and a special friend, Cindy Belcher of East Lynn.
